This position will remain open until a qualified applicant is located.  The applicant chose for this position will be able to:

  • Manage Long Term Debt for the City including creating viable financial plans. Track City debt and ensure plans are incorporated that will sustain the City's financial security. 
  • Perform month and year-end closing and balancing of financial statements. Process accounting ledgers and balance accounts to close books and ensure accuracy of reporting. 
  • Participate in internal control monitoring according to accounting principles (GAAP). Find gaps in processes and records and correct controls to stabilize accuracy.  Work closely with auditors to find and correct deficiencies. 
  • Make recommendations to improve financial functions to the Finance Director. Create projects and plans for improvement. 
  • Balance bond trust accounts. Provide research and recommendations for Bonds and City debt.  Create communication pieces for the residents as needed and inform the City Council through Council meetings and presentations. 
  • Work closely with external auditors to complete annual audits. Ensure findings are fixed and improved between each audit.  Work closely with the City Manager and Finance Director to complete audit findings. 
  • Assist with the annual budget preparation. Work with department heads throughout the City to gather data and meet deadlines to help put together a timely and accurate budget.  Provide insight and help to departments to complete sections of the budget. 
  • Participate in the completion of the annual comprehensive annual financial report. Work with Communications to provide information to residents.
  • Manage fund accounting.
  • Provide updates and support for the financial software. Understand processes and systems to be able to make updates and improvements.

MINIMUM QUALIFICATIONS

Education:

  • Bachelors Degree in Accounting or related field or equivalent experience

 Experience:

  • Four (4) years of experience in accounting

 Preferred Qualifications:

  • Master's Degree
  • Four (4) years of experience in governmental accounting
  • Certified Public Accountant or Certified Management Accountant or Certified Public Finance Officer

 Certifications/Licenses:

  • Must be at least 18yrs old.
  • Requires a valid Utah Driver's License.
  • Must be able to pass a pre-employment drug test, background check, and driving record check.
  • Pass the Government Finance Officers Association (GFOA) Accounting and Auditing exam within two years.
  • Complete Certified Public Finance Officer program within five years.
